      Hi, we (as leaseholders) are in a very similar situation. The council (freeholder) is carrying out major work in our building since July 2021. However, there are lots of concerns:

      1. The Camden council has never consulted the leaseholders. We are not informed about the scope of work, timing, etc. The builders just showed up one day, eracted the scaffolding all around the house, removed the rendering round the walls, cut pieces off the window sills, etc. Then they left and did not return for a few months.
      2. We asked the council numerous times but never get anything in writing. We never did get the scope of the works. They always use the cover of COVID to delay our enquiry.
      3. The manager from the council reassured us that because these were emergency works, and also because the disrepair was Camden’s fault due to its own neglect in maintaining the house, we would not have to pay for the work. Again, we do not get anything in writing. Meanwhile they did nothing else.
      4. The building is left in such frustratingly bad state for 7 months — full of scaffoding, with walls and windows damaged. There was no sign of the manager.

      We are worried that we would end up with the same situation like the leaseholders at Norbiton House.

          Hi Josh,
          It is quite a painful and long process.
          I first contacted the leasehold admin officer and submitted the drawings. I was then advised that the case was forwarded to the ward housing manager who would get back to me in 12 weeks.
          Emailed a few times during the wait, no response.
          After 12 weeks, no response.
          Emailed a few times again, no response.
          Eventually I got the landline number of the ward houseing manager. Called a few times and finally reached him.
          He then looked at my case and gave me consent to proceed. At this point I can have the lease plan of your property amended (with fee and building control approval).
